First Time Homeowner's Program May 29, 2004 The African American Resource Center of the New Orleans Public Library hosted a representative from the New Orleans Neighborhood Development Foundation (NDF). The NDF is an organization which educates and assists moderate to low-income families in becoming homeowners. This program was free and open to the public. | |
